You might be on a low budget, but i think the cost of life might also be low in your country.
It would be sure cheaper then living in Paris or London, Newyork.

The cost for rendering hardware might be relatively higher.
But until it is your job (and you can afford such hardware).
Making 3D models ea the meshes and animations, texturing etc, can be done on lower end hardware.
Also you might consider render a models using online render streets (they are cheap as compared to the latest Nvidea cards).

Overall the reason why a lot of tech is going to countries like your from, is because labour there is cheaper.
Living standards might be a bit lower, but in general costs of living is cheaper too
The net effect is that it would be easier for you to make a job in your country as CG artist, then it is in more expensive countries.

At some point, when you get good, you might even get a more western salary if you start working for a western game developer.
Maybe (not a big chance though) you manage to get into development of those game vendors engines as programmer, and get a job.

Or perhaps maybe work for Blender institute, for a loan that can’t attract a coder from the “west”.
Personally i don’t think such practices are fair, but its reality in a world where there is no universal loan.
So in that view its maybe even strange that currently there are not that much coders from those countries.
(ea India has a large ICT sector, but not much coders there work on blender)
