Enable oscurart tools and then action offset!

I found a way to do this. 2 lines.

Updated to 2.7.

hmm, tried it today… simple scale animation, and also shape keys but neither worked. Will try again later

edit attempted with blender 2.73, scale,location,rotation keyframes work, shapekeys do not. tried using drivers, but property keyframes are not included in actions?
