Lights don't seem to be working.

So I created a scene and now I want to light it. I deleted the area light and made two spot lights. But no matter how I move them around or play with their setting, the global light doesn’t change. Whenever I do a pre-render, the light is the same, regardless of how much I moved the spots around. I finally deleted both spots, did a pre-render and everything is still lit the same.

Disclaimer: I’m a complete noob at Blender, so it’s probably just some simple setting I need to turn off or on or whatever. But I can’t seem to find a solution anywhere.

Please halp!

Please always supply a .blend file that illustrates the problem with any support question. You can upload e. g. to pasteall and post the download link here.

Blender is a very complex piece of software. How are we supposed to know what lever you shifted with the sparse information you provide? Up to this point we don’t even know which render engine you’re using…
