Multiress modifier is a joke, should be dropped out of blender code long time ago. You will need to make a low poly version and cage to bake this nicely.

On the contrary, it’s hard to see if it’s truly the fault of the multires modifier here (considering that we don’t know the relation between the two meshes and there doesn’t seem to be notable sculpting, it could just as easily be the same case if a plain subsurf modifier was used instead).
