Lights not working

I have a number of spot lights set up but no seem to be lighting the room when rendered. They only seem to work when i move the lights outside the room. See file http://thewhitehawktuts.com/don.blend

This is a scale issue.
While being pretty much scale agnostic when modeling, Blender relies on objects having real world scale when rendering - at least when it comes to Cycles. Your room is about 16 kilometers(!!!) long and 6 kilometers wide. Think of the real world: What kind of spotlight would be necessary to illuminate that? A veeeeery powerful one, right?

So, either return to a more realistic scale with your scene or dramatically increase the power of the spotlights. I’d say the former is the better choice.
