hi,

is it possible to use the compositor to turn any image or almost into something like this

please ignore the screenon the left, i want just to get the overal image white theme and hue + the little blur

if yes please give me some directions and ideas on how to do that .

Yes of course this is possible.
You should look at some tutorials about the compositor to understand how it works. This kind of effect is really easy to do.

You can for example connect a Color correct node and change the gain/gamma settings, then add a blur or defocus node and that should be enough.
