Particle System, Hair going out of whack.

I have been through this process many times and now it’s giving me trouble.

It works perfectly fine before I add a displacement texture on but when I add one before I add the “Hair”, it goes completely out of whack and doesn’t stand up right. Instead it goes everywhere flat on the plane. What the heck is causing it to do this???

Things to test
Apply object scale/rotation
Enable ‘use modifier stack’ in particle settings
Supply a link to your blend file
What do you want the hair to do ?
