hi i have a problem: when i try to save the user preferences for any blend project a ropport message appears saying "cannot change old file (file saved with @)…you can see the problem at the attachment

Check the old file.
Try deleting the current preferences files. The user manual gives the directory where these are stored for each operating system
Can you write to the directory.
How have you installed blender
Try latest version of blender
