I’m going to make a video for the first time in HD quality at 1920 x 1080. What should I put the Compression at for best quality? Should I keep it at 15% or do I need to bring it up to 100%.

Just to be sure: You’re not rendering directly to a video file, do you?
You should NEVER render straight to a video format unless you have a particular special reason to do so.
In the Render Tab, under Output, it has a setting for Compression. Output format will be PNG.
.png compression is lossless so the final result will look the same whatever compression level you use. If you use a lower compression value it will take longer to output each frame as each frame will have to be compressed before saving
