Is the Blender.org Developer Forum Dead?

I was just over at https://www.blender.org/forum/ and it looks like there hasn’t been any activity on the forum since 2013. I really want to start a discussion about a coding proposal I have, but it looks like maybe that is the wrong place – and I don’t really see a section on here for that either. Anyone know what’s up?

Coding Proposals should go to the Blender bf-committers mailing list (http://lists.blender.org/mailman/listinfo/) if I’m not mistaken. Best thing to do ist join #blendercoders on IRC and just directly ask the devs where to put it

Well I’m not sure if it’s a proposal exactly, more like a semi-theoretical discussion that I want to start. Along the lines of: how hard do you guys think it’d be to implement {this}?

Another good way to put it: I have a question I’d like like to ask / discussion I want to start, that would fit well into a message board. Thoughts on where I should put that?

I’d be interested in that myself. I’m actually developing an add-on, am really new to the game, and was hoping this was the right place to ask questions. I don’t need immediate answers: I work full-time (doing something else, not Python) and so there’s nothing mission-critical about what I’m doing.

ETA: actually, batFINGER was very helpful with a question I had… don’t think it was in this section, though.
