Tree leaf particle animated orientation

Alright all you big brained Blender heads:) I’m trying figure out if there is a way to animated leaf particles attached to a tree base model with a force or central normal influence to make all the leaf particle orientate the correct way (outward or radially). Meaning if viewed from above all the leave particles would be radially orientated away from the base trunk similar to nature.

Is there a way to do this? Of course I’m pretty knowledgeable on modeling trees but I’ve always had this issue. It would be nice to figure something out. Right now my trees look pretty good but the random rotations sometimes look odd when a leaf grows backwards along a branch:)
