It only does it on some video clips. But the weird part is I have been able to open the same clips fine in another project just Fine.

I have seen Blender do this when interpreting media incorrectly. Try reloading the strip or you may have to transcode it to a more Blender friendly codec. There could be a corruption of the media or it could be that Blender doesn’t like the variable frame rate (if it’s a screen capture).
I may trans code it but the weird part is I have the exact same file open in another blender project correctly.
Did you try creating a new project and importing the media there? It may be that the datablock has become corrupted and may not recognise the duration of the srtip correctly, thereby not allowing you to re-import it.
Yeah it was on a brand new project.
What happens if you import it as a Clip movie strip instead of a regular movie? You do that by first importing the media in the Tracker or Movie Clip editor then choosing it from the drop down menu in the add menu.
