I can’t change color of node frame.
I see the documentation and I can’t find answer.
the color of frame node always be transparent
others node I can change color.

Looks like you are using a custom colour theme.
Go to File / User Preferences / Themes / Node Editor
There is an option to change the Frame Node colour including its transparency, you may have it set to 100% transparent
