Artifacts In AO and Normal Bakes

Does anyone know why this happens? On the bake target I have the bias on to actually get the bolts to show up, but turning it up or down doesn’t have any effect other than turning it down low enough makes the bolts disappear. The same thing happens on the normal map, in the same places. I also have the AO settings do 12 samples at render time. I think that would be enough to eliminate any noise, and bumping it to 15 doesn’t seem to help. The artifacts show up in almost the same places on the other three islands beneath where I’ve circled, and that’s it as far as I’ve noticed. I mean this is an easy fix, but it would be nice to have to fix it at all.

is it sculpted? if so check the mesh if its overlapping itself. you may get those artifices in a scenario like that. other than that i dont know. try opening a new blend file and recreate it.
