How it the readio clip, there there strange movie effect done ?

From all kind of old cinema effects, there is one clip that i realy wonder.
Its not just some overlay of movie artefacts, its the strange jumpy movie effect in the movements of lead singer Thom Yorke, he moves strange, but there seams more to it.

So i wonder how it could be made in Blender with as input some normal movie

They filmed him doing everything really slow, then sped the footage up afterwards in post. It leads to strange motion on arcs and weight movement. For example he cant easily carry his weight from one foot to the other so it plays back to quickly compared to all the other slow motions. You can apply a speed effect in Blender but you still have to shoot the talent performing in a particular way.

Looks like animation was done in stop-motion. (Every position of both the figurines and person was shot individually instead of continuous. Some stuff like smoke which moves smoothly was added in later in post.) To get close to that in CG, you’ll have to play a lot with animation keyframes to recreate jumpiness or stuttering.
