Could someone make a simple 3d model for me?
I have an idea for making candles and soaps with this shape , about 15cm high.
My plan would be to send the model to somewhere like http://www.sculpteo.com/en/
and get them to 3d print the image , then i would cast a latex mould and start making some products from it.
To be honest i have no idea in the costs of getting a 3d mould done , its just an idea .

I would strongly recommend you look up a tutorial for the spin tool.
It makes things like bottles and plates super easy to create.

When sending the file write specified size you want it to be because it differs in blend and in 3D printing programs
