Creating faces from outside hollow cylinder to inside hollow cylinder?

I’ve just started using blender in the last hour. Watched a video tutorial on youtube. Needless to say, i’m still overwhelmed by the amount of stuff going on. I’ve got a hollow cylinder that I scaled the top of so the top is larger than it’s bottom. I duplicated that cylinder and made a larger one for the smaller to sit inside. Essentially I’m given the cylinder some with.

I don’t know how to connect the vertices at the top though. I’ve gone around and tediously merging each edge but after looking at the final results I screwed something up and it looked crazy. So I undid everything and I’m back to my 2 cylinders. Before going further I wanted to look for some direction.
