Creating Pictures for Children's Books

I am just starting out as a Children’s Book Writer. I am looking for software that will allow me to create the pictures in my books. I need to be able to build scenes where I can drag and drop things like houses, trees, mountains, people… I also want the software to allow me to save the images (as jpgs or gifs) and be able to manipulate them. Example: In one picture, the character is facing the reader, on the next the character is sideways, as if running down the street. Maybe in another, the character is sitting on a rock by a waterfall. Would this software allow me to do these types of things? Thanks!!!

If all you need is simple dragging and dropping, you can even use something like the MS Office Suite for this (using art that you would make in a program like Inkscape).

You would have to get your particular character from either BlendSwap, with open license, or create your own special character. But the drag and drop would be more like import and/or append/link, I think. Once the character is in the scene, it could easily be manipulated as to turning. But changes in limb and or head orientation would have to be through armature rotation. You could do all of that in the same scene, as the camera only renders what is in its view. You could have all of the props and background objects at hand but out of view. If this description is like speaking G®eek to you, then you probably should do like Ace Dragon says.
