(Video Editing) How join the Video Effects: Speed and Transform?

Hi, I’m trying to stop a video with the speed effect in Blender Video Editing (turning into a static image) and then after I scale the result with the transform effect.
However, only the effect on top is seen. Or I transform the video or I change the speed but not both at the same time.

How do I stop a video and scale it at the same time?

If you don’t want to slow the video to a stop then simply perform a Hard Cut at the point that you want it to stop. From that point when you drag the end of the strip out longer all you will see is a freeze frame (from the last frame). Perform another cut here to separate the still image from the original strip. Apply a transform effect to this freeze frame.

This saves you adding a speed effect as well.
