I’m having a little confusion right now as to why I can’t choose different layers. I’m sure there’s a logical reason as to why, maybe it’s just hidden somewhere one of the header’s or something but I simply cannot find it for the life of me. Is it somehow permanently disabled possibly? Somebody please help! It’s very much appreciated in advance!
See the view indicator in the top left corner of the 3d view. You are in Local view. Toggle between local and global view with Numpad /

layers are hidden in global view because there aren’t space to show whole menuline.
Curser on menuline + press middle mouse drag it to the left to see the layer’s
Or just curser on the line and scroll.
