What do people mean when they say 'animated?'

This is a fairly quick question. I come across models and rigs, and quite often, there’s two separate words; ‘rigged’ and ‘animated.’ Even on sites like CGTrader, CGArtists and others list ‘animated’ as an option for that model as well as ‘rigged.’

What exactly do people mean when they say animated? I presumed that when you make a rig for something (say a character), that it becomes ‘animateable’ (made up word but I hope it gets the point across) but intuition is telling me different. Am I right in saying it’s to do with the action editor and the ‘animations’ in there which are essentially preset and the ‘animator’ just needs to trigger them, or am I seriously missing the point here?

What’s the difference between a ‘rig’ and an ‘animated rig?’

yes I would assume animated means that they come with walk cycle or other basic actions.
