Rotating/Scaling an Empty

Okay, really dumb newbie question. Is there any particular key for rotating/scaling an Empty? I have an Empty that I could move initially, but now it and it’s duplicate seem rather stubborn. What did I mess up, and how do I un-mess it?

You rotate and scale exactly like any other object.

You have supplied no screenshots or blend file to review !!!

Ensure you have not enabled the ‘Manipulate center points’ button on the 3d view header

The way the buttons are highlighted is weird, the “off” setting looks a lot like it should be the “on” setting, but anyway, I got it to do what I want at least, thanks.

What Richard said, you probably have your manipulate center points option enabled, to disable it simply press " Alt + , ". And of course, like mention before, you can rotate and scale empties just like you would any other object in blender.
