Most efficient way to make hair?

So for the game engine, particle hair is obviously out of the question… I know about hair made from planes, but that seems very tedious… So guys, what is the best way to make hair?

It really depends on the style, quality, and level of realism you are going for. You can simulate a whole head of hair using high detail textures baked onto low poly models, which looks something like this.

Well, the problem with that would be my skill in texture design(not the best), but that does look good…

Do a search on Blender Hair Factory. It works best with Blender 2.63. You get really nice textures and a template to create poly strands.
