Force hair to follow normals

How can I make the direction of hair go strictly outward/normal from the face it is on?

Below is a quick image showing that the hair is mostly perpendicular in the center of the tube, then “lies down” towards the ends. How can I make the hair be completely perpendicular everywhere?

You don’t show us any of your hair settings or object properties !
First thing I’d do is check your particle settings are correct, then apply any scale and rotation your emitter object may have (Ctrl+A in object mode)

Here is some more information pertaining to my actual scene. I managed to fix my normals problem, but now my hair is clumping in a bad way. Here is an example render:

I have 10,000 parents with 50 children and I’m still getting the clumping.

I will note that this model was imported as an stl (I’m far more proficient at modeling in other programs), duplicate vertices were removed.

Here are screen shots of my hair settings:

Anyone have an idea?
