Is there a way to simulate more Steps between two Frames from a Video? For Example: You have a Ball, flying in Slowmotion. At frame 13 the ball is in the middle of the screen, at frame 14 it is at the left end of the screen. Could I generate (with Blender or any other Software like that) a Frame 13,5 with the ball in the left half of the Screen? Would be grateful for an helpful answer 
After Effects will do it as well. In After Effects terms it is called “frame blending”.
In Blender it is easier, however, because you can actually render the frame that other programs will just interpolate.
