Problem with nearby objects being too faded when using sky and atmosphere options

This is the first time I have done an outdoor scene in blender. The scene is a city scape, and is large enough for distant buildings to exhibit Raleigh Scattering. My problem occurs when using the Sky and Atmosphere options to create this effect (as I have seen in the information I could find on it). When I activate it, nearby objects are also affected enough that they are shaded as being several miles away, with the added negative effect of draining color from the whole scene. If I could get some advice or direction to a tutorial I missed, I would be very grateful.
