Particle hair orientation

O have found following problem with hair. No matter what values I set in rotation tab, hair particles do not rotate at all.

I would like to get random orientation along Z axis for example and can’t get it. I have tried ALL avaible sliders in particle options tab. What am I doing wrong here? Is it a bug? Blender 2.71 rc1.
