Can you control lights in Cycles?

I am interested in turning off specularity when using lights in Cycles. Also, not having shadows everywhere when using a 3 point lighting setup. I would just light the key light to have a shadow. Any possible solutions?

Using layers does not seem to work. I would still need the rim and fill to hit the objects. Just the shadows and specularity to go on those particular lights.

Every lamp has a “Cast Shadows” toggle:


And in the Object tab you can disable any lamp’s visibility to glossy rays:
