Poly outline - inset doubles up interior, any better way?

Basicaly this is possible in any other 3d app I used by beveling the edges. Blender blender function however ignores the border edges.

Wireframe function does what I need but makes tubes instead of strips.

Any better way?




What do you want to achieve ?

Inset (I), individual mode. Delete inner faces and extrude or solidify.
