Hello, I had no problem with cell fracture add-on until blender 2.69, but as I recently updated it to 2.7, I am now having this problem like nightmare. Even a plane doesn’t work

What if you applied scale before you fracture…just guessing. I have had good luck with my recent Cell fracture work in 2.7. I generally avoid recursion as it can make a shard with zero faces. Can you post your fracture settings?
