I’ve always been trying but just can’t get it to work. any tutorials? All seem to be based around small objects.

Here is a setup for a simple flooded city. The components are the domain, the buildings (each one a fluid obstacle), the initial fluid volume (adjust mesh shape for initial wave height), the inflow continuous volume (adjust mesh shape for flood floor level), and the outflow to remove fluid from the domain after it has past the buildings. There is a lot more, of course, to making a great looking fluid sim, but this scene offers a basic setup.
I got a lot of useful information out ofEdi’s fluid tutorial, here. It is not about flooding a city, but there is a lot of information about fluid domain workflow and how the numbers in the panels relate to speed of your fluid.

You should maybe have outflows at the left -right borders as well maybe. Otherwise you might have wave bounces from fluid domain borders going through the scene.
